I learn from Commercial Secretary at Hongkong that Hongkong Government consider that any representations to Japanese on the subject of Chinese section of Canton [grp. undec.] railway would be ineffectual as a considerable portion of this section is not under Japanese control.

As long as this situation persists it appears useless to

press Japanese to allow reopening or even inspection. I

therefore consider that no further action can be taken at least

until the time, if it ever comes, when Japanese control the whole

stretch from the border to Canton.
